Behind the zero tax: Hong Kong's gold institutions

The tax position is simple, the market behind it is not. The Hong Kong Gold Exchange in Sheung Wan traces back to the Chinese Gold and Silver Exchange Society, founded in 1910, and runs its own assay centre. The Nathan Road corridor, from Tsim Sha Tsui up to Mong Kok, is the retail spine: flagship houses and dozens of independent shops (the nearby Jade Market trades jade, not gold). A government-owned clearing system, Precious Metals Central Clearing, began trial operation on 7 July 2026, targeting more than 2,000 tonnes of storage within three years. LBMA-accredited refining, Metalor HK, sits on the island too, so assay-to-settlement can happen without the metal leaving the territory.

Affluent Hong Kong investors nearly tripled their gold allocation year on year per an HSBC survey in mid-2025, from around 4% of portfolios to 11%. How a private purchase runs, and Hong Kong's KYC rules

  1. Standard KYC. Every dealer here registers under the Customs and Excise Department's DPMS Registration System, Cap. 615, since April 2023. Category B registration, full anti-money-laundering due diligence, applies to any cash transaction of HKD 120,000 or more. The register is publicly searchable, and checking it is a genuine trust step, fraud cases here have involved people impersonating exchange members. Confidential handling means quiet, appointment-based service, never a way to skip that check.

Buying traps along Nathan Road and beyond

Nathan Road's density cuts both ways: dozens of independent shops within a few hundred metres means real competition on premium, and a wider spread between the best and worst quote on any given day.

Premium shopping without a spot reference is the first trap: always ask for the premium as an explicit percentage over live spot, in writing, whatever the shop, bank counter or private desk. Unregistered or informally registered sellers are the second: check a dealer's DPMS registration on the public register before a large purchase, it takes a few minutes and fraud cases involving impersonation of exchange members are exactly why the check exists. Unsealed bars and unverified coins are the third: an assay card with a broken seal, or a coin with no card at all since none exist for bullion coins, both need an XRF or ultrasound check before you pay.
