For investment bars and qualifying 24k coins, none of the three hubs is structurally cheaper: all three price from the same international spot, near $4,298 an ounce on 25 September 2026, and none of them taxes investment-grade gold. The difference shows up in three places: 22k coins and jewellery, which Singapore taxes at 9% and the UAE at 5% while Hong Kong charges nothing; the dealer premium on the day; and what it costs to carry the gold home.

So the honest answer to is gold cheaper in Singapore, in Dubai or in Hong Kong is: it depends on what you are buying. This guide sets the rules side by side, then shows where each hub wins.

Gold tax in Singapore, Dubai and Hong Kong at a glance

Tax is the only cost that differs by city as a matter of law. Everything else, spot and premium, is set by the market. The table below uses the rules in force in September 2026; each hub's authority is named so you can confirm before a large purchase.

Is gold cheaper in Singapore?

For 24k bars and qualifying coins, Singapore is as cheap as anywhere. It removed GST from Investment Precious Metals on 1 October 2012 to build a bullion hub, and the exemption covers gold bars and wafers of 99.5% purity or more that trade on the international bullion market, plus qualifying legal-tender coins of the same purity. Retail 24k gold was trading around SGD 177 a gram in late September 2026.

For 22k gold, Singapore is the most expensive of the three. A Krugerrand, Eagle or Sovereign at 916.7 fine fails the 99.5% test and carries the full 9% GST, as does all jewellery. Is gold cheaper in Dubai?

Dubai zero-rates investment gold of 99% purity or more, in bar, ingot or coin form, so 24k bullion carries no VAT. Jewellery and anything under 99% carries 5%, and tourists can reclaim VAT on jewellery through the Tax Refund for Tourists Scheme when they leave. There is no capital gains or income tax on an individual's gold profit.

The retail price is easy to check against spot. Dubai's 24k rate was about AED 513 to 516 a gram in the week of 25 September 2026. At the dirham's fixed peg of AED 3.6725 to the dollar, that is about $139.70 to $140.50 a gram, against about $138.18 of pure gold at spot: roughly 1 to 2% above melt. For 22k coins, Dubai's 5% VAT sits between Singapore's 9% and Hong Kong's zero. Is gold cheaper in Hong Kong?

On tax, Hong Kong wins outright. It is a free port: import duty applies only to liquor, tobacco, hydrocarbon oil and methyl alcohol, and there is no VAT, GST, sales tax or capital gains tax, per the Financial Services and the Treasury Bureau's stated policy. That makes it the cheapest of the three for 22k coins and jewellery, and neutral on 24k bars, where Singapore and Dubai charge nothing either.

Spot traded near $4,285 an ounce in Hong Kong on 25 September 2026. Counters often quote per tael, and the gold-trade tael is 37.429 grams, so convert before comparing a Hong Kong price with a per-gram figure from Dubai or Singapore. Premiums over spot: the cost tax does not decide

On a 24k bar the tax gap between the three hubs is zero, which leaves the dealer premium as the whole difference. That premium depends on the product far more than on the city. The ranges below applied across all three hubs in September 2026.

Worked example: ten Krugerrands

Ten 1oz Krugerrands held about $42,980 of gold at $4,298 spot. With a 1 to 5% premium the price is roughly $43,400 to $45,100 before tax. In Hong Kong that is the final number. In Dubai, 5% VAT adds about $2,200. In Singapore, 9% GST adds about $3,900 to $4,100. The same ten ounces as 24k Maple Leafs would carry no tax in any of the three.

Carrying gold home: the cost nobody prices in

A cheaper purchase can become an expensive trip. Leaving or entering the UAE with cash plus precious metals worth over AED 60,000 combined requires a declaration to ICP or Dubai Customs under Federal Decree-Law 10 of 2025. Bringing more than 0.5kg of investment gold into Singapore needs a GST Relief (Import) permit with invoices and purity certificates. Hong Kong has no gold-specific declaration, but if your route continues into mainland China, its personal gold limits are separate, strict and under revision in 2026.

None of these rules make gold illegal to carry; they make undeclared gold expensive. If you are buying to hold rather than to wear, storing it in the hub where you bought it can be cheaper than moving it. The full rules are in carrying gold through airports legally.

Which hub is cheapest for what you are buying

Put together, the answer is product by product:

  • 24k bars and wafers: any of the three. Tax is zero everywhere, so compare the written premium over spot.
  • 24k coins (Maple Leaf, Philharmonic): any of the three, with the same premium logic.
  • 22k coins (Krugerrand, Eagle, Sovereign): Hong Kong first, Dubai second at 5% VAT, Singapore last at 9% GST.
  • Jewellery: Hong Kong on tax; Dubai if you are a tourist who reclaims the VAT; Singapore adds 9% GST.
  • Selling later: no hub taxes a personal holder's capital gain, so the buyback percentage matters more than the city.
